Helene G. Parker, B.A., M.A., J.D.
Born in Saigon, Vietnam in 1967, Helene grew up in Southern California and attended graduate school in Hawaii.
Helene received her Bachelor of Arts in History and Art from California State University, Fullerton in 1989.
She received her Master of Arts in Asian Studies from University of Hawaii in 1992 and her Juris Doctor from University
of Hawaii School of Law in 1995.
Helene began legal career as a Staff Attorney for Dallas Legal Hospice, providing legal services to terminally-ill
indigent clients. She practiced disability law, family law, and estate planning
In 1999, Helene became Assistant Attorney General for the State of Texas, litigating complex child support enforcement cases. Her special areas of interests and forte were interstate and international child support defense and enforcement.
In 2001, Helene entered private practice, founding the law firm of Mosher &Parker. She practices Family Law, Estate Planning, and Animal Law. She is certified as a Family Law Mediator.

J. Elaine Mosher, B.A., J.D.
Born in 1967 in Dallas, Texas, Elaine is a native Texan. She received her B.A.in Communications and
Business Administration from Austin College in 1990 and her Juris Doctor in 1993 from Texas Tech University School of Law.
From 1994 to 1995, Elaine practiced in the private sector. In 1995, she joined Legal Services of North Texas (LSNT) as
a staff attorney, providing legal services to indigent clients. In 2000, the Dallas Bar Association and LSNT appointed her as the Managing Attorney for the Dallas Volunteer Attorney Program
(DVAP) to manage a team of volunteer attorneys in handling pro bono cases. During her tenure at LSNT, Elaine practiced
predominantly Family Law.
In 2001, Elaine joined Mosher & Parker as a partner. She practices primarily Family Law and Elder Law, and
is certified as a Family Law Mediator.
